I don’t think the type of HDMI cable you’re using is the issue. It could be the port on your TV or your console. Try switching ports on your TV (if you have more than one), or try playing it on a different TV if possible. Or do the 90′s fix and blow on your ports for any dust.
I’m no technician so don’t take my word as the permanent solution… but that should be obvious.
I’m pretty sure almost all of the shanties from AC4 are found in Rogue. I made a playlist here (though I might be missing a few).
The Phoenix Project audios are found in Rogue from hacking computers.
In Unity, there’s a 2-minute video that explains what the Phoenix Project is. There’s also some mentions in the Animus database.

I recall there being a “victory song” that plays after taking down ships. It’s typically a continuation of the combat music from what I can remember. “Morrigan” and “Dangerous Waters” are the most common ones heard.
